Assam Cabinet Approves Key Initiatives for Development

The Assam state cabinet recently made significant decisions aimed at promoting the growth and welfare of its residents. This article highlights the key approvals granted by the cabinet, including the exemption of MSMEs from certain approvals and inspections, amendments to the Assam Food Security Rules, incentives for students, and a request to host the National Games. 

Boosting MSMEs 

The Assam state cabinet approved the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment & Operation) Rules, 2023. Under these rules, MSMEs in the state will be exempted from specific approvals and inspections for a period of three years. This move is intended to simplify the establishment and operation processes for MSMEs and encourage their growth. 

Simplified Operations for MSMEs 

To facilitate the smooth start of operations for MSMEs, an ‘Acknowledgement Certificate’ from the state nodal agency, obtained by submitting a Declaration of Intent, will be sufficient. This streamlining of processes will help MSMEs in Assam commence their operations more efficiently. 

Enhanced Food Security 

The cabinet also approved amendments to the Assam Food Security Rules, 2022, which fall under the National Food Security Act, 2013. The income criteria for eligibility to apply for new ration cards under the National Food Security Act have been raised from 2.5 lakh to 4 lakhs. This enhancement will allow more deserving families to access essential food supplies and contribute to improved food security in the state. 

Incentives for Students 

In a bid to encourage academic excellence, the cabinet decided to provide scooters to deserving students. Girl students who secured 60% and above in the Higher Secondary exams will be eligible, while boy students will need to achieve a minimum of 75% or above. Furthermore, the distribution of 3.78 lakh bicycles among Class 9 students in government and provincialized schools was approved, with a budget of Rs 167 Crore allocated for this initiative. 

Expansion of the Orunodoi Scheme 

The cabinet extended the coverage of the Orunodoi scheme by including around 7 lakh additional beneficiaries. Under this scheme, eligible individuals will receive Rs 1,250 per month starting from September 10, 2023. The extension of the scheme aims to provide financial support to a larger segment of the population, promoting social welfare and economic empowerment. 

National Games Hosting Request 

The Assam cabinet approved a request to the Indian Olympic Association to host the National Games in either 2025 or 2027. This presents an opportunity for Assam to showcase its capabilities and infrastructure in hosting a major sporting event, potentially attracting significant attention and boosting the state’s tourism and sports sectors.
