Anna Chakra PDS Supply Chain Optimisation Tool

The Anna Chakra tool has been implemented in 30 out of 31 state of Indias and Union Territories to optimise the Public Distribution System (PDS) supply chain. This initiative aims to improve the efficiency of food grain distribution, reduce costs, and support environmental sustainability.
Background and Recent Implementation
Anna Chakra is a supply chain optimisation tool developed jointly by the World Food Programme (WFP), Foundation for Innovation and Technology Transfer (FITT) at IIT Delhi, and the Department of Food Public Distribution. It targets the complex network of farmers, warehouses, and Fair Price Shops (FPS) that serve 81 crore beneficiaries under the PDS. As of 2025, 30 states and UTs have adopted the tool, with Manipur being the only exception.
Working Mechanism
The tool uses advanced algorithms to determine the most efficient routes for moving food grains. It integrates with the Freight Operations Information System (FOIS) of Indian Railways through the Unified Logistics Interface Platform (ULIP). Anna Chakra also links with the PM Gati Shakti platform, which provides geo-locations of FPS and warehouses, enabling precise route planning and resource allocation.
Scale and Coverage
Anna Chakra covers approximately 4.37 lakh Fair Price Shops and about 6,700 warehouses involved in the PDS supply chain. This extensive reach ensures optimisation across multiple supply chain nodes, enhancing coordination between states and within them.
Benefits and Impact
The primary benefits include cost savings estimated at Rs. 250 crore annually, mainly from reduced transportation expenses. Fuel consumption and logistics time have decreased, leading to lower carbon dioxide emissions. This supports India’s climate change commitments by minimising the environmental footprint of food distribution. The tool also improves the speed and efficiency of delivering food grains to beneficiaries.

Anna Chakra’s integration with national platforms like PM Gati Shakti and FOIS strengthens logistics management. This digital synergy promotes transparency and real-time monitoring. The tool sets a precedent for adopting technology-driven solutions in public welfare schemes and could be expanded to other sectors requiring supply chain optimisation.
