US Names India, China and Pakistan in Drug Transit List

The United States has included India, China and Pakistan in its FY2027 list of major drug transit or major illicit drug producing countries. The annual presidential determination, submitted to the US Congress on 15 September 2026, covers 23 countries and is used in US counternarcotics policy.

US Presidential Determination on Drug Transit Countries

The US presidential determination is an annual executive document that identifies countries linked to drug transit or illicit drug production. Inclusion on the list does not automatically mean that a country has failed to act against drug trafficking, because the designation also depends on geographic, commercial and economic conditions that facilitate movement of drugs or precursor chemicals.

India, China and Pakistan in FY2027

India, China and Pakistan were also part of the FY2026 determination. For India, the US noted efforts to address illicit opium poppy cultivation and to strengthen supply-chain integrity, and it referred to continued cooperation under the US-India Drug Policy Framework.

China was identified as a major producer of precursor chemicals used in the illicit manufacture of fentanyl, methamphetamine and other synthetic drugs. The US asked China to take further steps, including scheduling additional chemical precursors and substances requested by the United States.

Pakistan was included in the FY2027 list, but it was not placed among the countries that the US said had “failed demonstrably” to meet international counternarcotics obligations in the previous 12 months.

Countries Marked as Failed Demonstrably

The US separately identified Afghanistan, Bolivia, Burma, and Colombia as countries that had “failed demonstrably” to make substantial counternarcotics efforts over the previous 12 months. Burma is also known as Myanmar in official and historical usage.
