Special Intensive Revision of Electoral Rolls in Bihar

The Election Commission of India has initiated a special intensive revision of electoral rolls in Bihar. This decision comes ahead of the state assembly elections. The revision aims to ensure the accuracy and integrity of the electoral rolls. Existing electors not on the rolls since 2003 must provide documentation to establish their eligibility.

Overview of the Electoral Roll Revision Process

The revision process involves all electors born before July 1, 1987. They must provide proof of their date or place of birth. For those born between July 1, 1987, and December 2, 2004, proof from a parent is required. Electors born after December 2, 2004, need proof from both parents. This categorisation aligns with the Citizenship Act, 1955.

The Election Commission is empowered by the Representation of the People Act, 1950. This act allows for the revision of electoral rolls. The last intensive revision in Bihar occurred in 2003. The current exercise aims to address issues such as urbanisation, migration, and the inclusion of eligible voters.

The revision process begins with the issuance of pre-filled enumeration forms. These forms will be distributed by Booth Level Officers (BLOs) through home visits. The draft electoral roll will be published on August 1. Citizens will have until September 1 to file claims or objections. The final roll will be published on September 30.

Transparency and Technology in the Process

To enhance transparency, documents submitted by electors will be uploaded onto the Election Commission’s app, ECINET. This ensures that all verification steps are documented. Access to these documents will be restricted to authorised election officials to maintain privacy.

Role of Political Parties and Booth Level Agents

The Election Commission encourages political parties to actively participate in the revision process. Parties can appoint Booth Level Agents (BLAs) to help monitor the process. This involvement aims to reduce discrepancies and ensure a smooth revision.

The Election Commission faces challenges regarding the integrity of electoral rolls. Measures have been introduced to ensure compliance with the revision process. Any discrepancies identified will be addressed during the preparation stage, reducing the need for appeals.

Changes in EVM and VVPAT Protocols

In addition to the electoral roll revision, the Election Commission has updated protocols for Electronic Voting Machines (EVMs) and Voter Verified Paper Audit Trails (VVPATs). Any discrepancies during mock polls will now be counted separately. Disciplinary actions will be imposed on officials if mock poll data is not erased.
