Special Development Packages for Assam Tripura Growth

The Union Cabinet recently approved four new components under the Central Sector Scheme of Special Development Packages (SDPs) for Assam and Tripura. These packages, with a total central outlay of ₹4,250 crore, aim to accelerate socio-economic development in historically underserved tribal and ethnic regions. The initiative follows the Memoranda of Settlement (MoS) signed with various ethnic groups between 2022 and 2024. It focuses on infrastructure, livelihood, peace, and stability.
Special Development Packages
The SDPs are part of government efforts to implement MoS agreements with ethnic groups in Assam and Tripura. These agreements promote peace and inclusive growth. Earlier packages for Bodo and Karbi groups have shown positive results in peace-building and development. The new approvals extend similar benefits to Adivasi, Dimasa, ULFA, NLFT, and ATTF communities.
Financial Outlay and Distribution
The total financial outlay for the four new components is ₹7,250 crore. The Centre will provide ₹4,250 crore under the SDP scheme—₹4,000 crore for Assam and ₹250 crore for Tripura. The Assam state government will contribute ₹3,000 crore. Assam’s funds will be utilised over five years (2025-26 to 2029-30), while Tripura’s allocation will span four years (2025-26 to 2028-29).
Component-wise Allocation
- ₹500 crore for infrastructure development in Adivasi-inhabited villages in Assam, per the 2022 MoS.
- ₹500 crore for infrastructure in North Cachar Hills Autonomous Council areas, home to Dimasa groups, as per the 2023 MoS.
- ₹3,000 crore for statewide infrastructure development in Assam under the 2023 MoS with ULFA groups.
- ₹250 crore for tribal welfare in Tripura, aligned with the 2024 MoS with NLFT and ATTF groups.
Socio-Economic Impact
The packages aim to generate employment through infrastructure and livelihood projects. They will benefit youth and women via skill development, income generation, and entrepreneurship support. Increased tourism is expected to add local employment opportunities. The initiative targets marginalised communities to improve health, education, and economic status.
Peace and Stability Promotion
By addressing the demands of ethnic groups through development and rehabilitation, the packages seek to encourage peace. The MoS agreements are crucial for mainstreaming communities affected by conflict. The scheme’s success with previous ethnic groups underlines its potential to stabilise the region.
Implementation Timeline
Funds for Assam’s three components will be disbursed over five years starting from 2025-26. Tripura’s component will be implemented over four years beginning the same financial year. The phased approach ensures sustained development and monitoring.
