SEED Scheme Supports DNT, NT and SNT Communities
The Ministry of Social Justice and Empowerment has focused on the SEED scheme for the socio-economic empowerment of De-notified, Nomadic and Semi-Nomadic Communities. SEED stands for Scheme for Economic Empowerment of DNTs and is implemented through the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities.
De-notified, Nomadic and Semi-Nomadic Communities
De-notified communities are groups that were once notified as criminal tribes under colonial laws and were de-notified after Independence. Nomadic communities are groups with a mobile lifestyle, while semi-nomadic communities move seasonally for livelihood and settlement patterns.
SEED Scheme Components
The SEED scheme has four pillars: education, health, livelihood, and housing. The education component provides free coaching for competitive examinations and monthly stipend support of ₹1,500 to ₹3,000 for eligible students, along with special allowances for students with disabilities.
The health component provides insurance support, the livelihood component supports community-level income generation, and the housing component provides financial assistance for house construction. The scheme uses existing national programmes for delivery, including Ayushman Bharat for healthcare and Pradhan Mantri Awas Yojana for housing.
Institutional Framework and Coverage
The Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities was established by the Central Government in February 2019. The Board was created after recommendations from a National Commission constituted in January 2015.
Official data show that the scheme has a presence in 8 states and 112 districts and has reached 134,361 beneficiaries. Applications under the free coaching component are currently suspended as the scheme is being revised for SEED 2.0 for FY 2026–2031.
