Roads and Canals under British Rule

The development of roads and canals in colonial India was driven by British military, administrative, and economic interests. While the colonial administration built communication networks to facilitate troop movements and raw material exports, inland navigation faced neglect due to the overwhelming expansion of railways.

Pre-Colonial Infrastructure Baseline

Before British rule, Indian rulers maintained trade routes and irrigation canals primarily for regional administration and tax collection.

Features of Pre-Colonial Routes
  • The Mughals maintained major transit arteries like the Badshahi Sadak (later renamed the Grand Trunk Road), lined with serais, wells, and trees.

Creation of the Military Boards and Public Works Department
  • Up to the early 1850s, Military Boards in each Presidency managed road construction, prioritizing military movements over public trade.
  • Lord Dalhousie abolished the Military Boards and established the Public Works Department (PWD) in 1854 to centralize infrastructure projects.

Factors Impeding Canal Transport

Inland navigation declined during the late nineteenth century as official support shifted to the rail network.

Primary Causes of Canal Decline
  • The Railway Guarantee System guaranteed a 5% return to British private investors, driving official priority toward railway expansion.
  • Railway companies charged discriminatory freight tariffs, lowering rates on routes running parallel to navigable rivers and canals.
  • Water diversion for agricultural canal networks reduced flow rates in major rivers like the Ganges and Yamuna, making them impassable for large boats.
  • High maintenance expenses and silt accumulation made many artificial navigation canals financially non-viable.

Historical Facts and Data

The Grand Trunk Road stretch between Calcutta and Delhi was metalled between 1839 and 1850 under the supervision of the Military Board. Proby Cautley spent twelve years surveying and constructing the Upper Ganges Canal, which opened in April 1854. At its opening, it spanned 525 miles of main trunk line and distributaries, making it one of the largest engineering projects of the nineteenth century. The Buckingham Canal originated as Cochrane’s Canal in 1806, named after its promoter Basil Cochrane, before undergoing expansion and renaming in honor of the Duke of Buckingham, Governor of Madras (1875–1880). The Indian Irrigation Commission of 1901–1903, chaired by Sir Colin Scott-Moncrieff, emphasized expanding irrigation infrastructure over navigation capabilities. By the end of British rule in 1947, India possessed approximately 146,000 kilometers of metalled roads and over 250,000 kilometers of unmetalled fair-weather tracks.
