Restructuring of ICAR

Indian Council of Agricultural Research (ICAR) is an important institution that has contributed immensely to the growth and development of Indian agriculture. To make it more efficient and effective, the government has constituted a high-level committee to restructure ICAR in line with the vision of Amrit Kal.

The objective of Amrit Kal

Amrit Kal is a term used to describe the next 25 years, during which the Indian government aims to fulfill the aspirations of the youth, promote self-reliance and achieve economic stability. The government plans to restructure ICAR in accordance with this objective to meet the emerging aspirations of India.

The 11-member committee

The 11-member committee was formed to restructure the ICAR. It is led by the Additional Secretary of the Department of Agricultural Research and Education and the Secretary of ICAR. The committee includes members from administrative services such as scientists, experts from NITI Ayog, and representatives from the Department of Agriculture and Farmers’ Welfare, as well as the Department of Animal Husbandry and Dairying. The committee was established on April 24th and is expected to present its report within 30 days.

Why is restructuring necessary?

Priorities and global agricultural trade have changed in the past few decades, and this new structure of ICAR is to be compatible with the vision of 2047. The government wants ICAR’s research work to shift from grain-centric research to nutrition-centric research and help farmers in producing for global requirements.

Previous committees

Earlier, the government had constituted committees under Dr MS Swaminathan and Dr RA Mashlekar. The recommendations provided by these committees have not been implemented.
