Panchayat Advancement Index Version 2.0

The National Writeshop on the Panchayat Advancement Index (PAI) Version 2.0 commenced recently in New Delhi. This two-day event was attended by key officials from various ministries and organisations. The PAI 2.0 Portal was launched alongside the Local Indicator Framework Booklet and the Standard Operating Procedure for FY 2023–24. The initiative aims to enhance performance assessment and governance in Gram Panchayats across India.

What is the Panchayat Advancement Index?

The Panchayat Advancement Index is a framework developed by the Ministry of Panchayati Raj. It assesses the performance of over 2.5 lakh Gram Panchayats. The index aligns with the Sustainable Development Goals and aims to improve local governance through data-driven insights.

Significance of PAI 2.0

PAI 2.0 represents upgrade from its predecessor, PAI 1.0. It features a streamlined set of 147 indicators, a reduction of 72%. This refinement enhances data quality and usability. The index now focuses on key themes that directly impact local governance and community welfare.

Key Themes of PAI 2.0

The framework covers nine themes aligned with the Localization of Sustainable Development Goals. These include:

  • Poverty-free and Enhanced Livelihoods Panchayat
  • Healthy Panchayat
  • Child-Friendly Panchayat
  • Water-Sufficient Panchayat
  • Clean and Green Panchayat
  • Panchayat with Self-Sufficient Infrastructure
  • Socially Just and Socially Secured Panchayat
  • Panchayat with Good Governance
  • Women-Friendly Panchayat

Data Collection and Reporting

The PAI 2.0 encourages Gram Panchayats to enter accurate data on the portal. This data serves as a foundation for equitable development and transparency. Panchayats are urged to display their scores publicly to promote accountability and community engagement.

Future Implications of PAI 2.0

PAI 2.0 is expected to bridge local efforts with national and global commitments. It complements existing frameworks like the SDG India Index. The index will support India’s readiness for future Voluntary National Reviews at international platforms.
