Operation SWARNA

The Tirupati Urban Development Authority (TUDA) has launched Operation SWARNA (Swarnamukhi Waterbody Action for River and Nala Awareness), a large-scale project to restore and protect the Swarnamukhi River. This initiative aims to remove encroachments, revive the river’s flow, and safeguard its environment. The project has received support from the Andhra Pradesh Chief Minister and is the first of its kind in the state to focus on waterbody restoration.

Background

The Swarnamukhi River flows eastwards for 130 kilometres from Pakala to the Bay of Bengal. It passes south of Tirupati and near Srikalahasti, both cultural and tourist centres. The river is vital for the region’s ecology, agriculture, and urban water needs. However, severe encroachments and illegal constructions have damaged its natural course and flow area.

Encroachments

Land grabbers have occupied the riverbanks, buffer zones, streams, tanks, and canals. These encroachments intensified during the previous YSR Congress government’s tenure. Illegal registration of waterbody lands using fake survey numbers worsened the situation. The damage led to floods in 2021, displacing many residents who lacked legal documents to claim their homes.

Operation SWARNA

Operation SWARNA aims to identify and remove all illegal encroachments along the river and its buffer zones. TUDA will lead the task force, supported by the Irrigation, Survey, and Revenue departments. A drone survey will map the river’s boundaries from Thondavada to Srikalahasti. The project will mark 50 metres on either side of the river to define protected zones. Strict legal action will be taken against offenders and corrupt officials involved in land fraud.

Institutional Framework

A joint committee comprising TUDA, municipal, and other government officials will oversee the clearance drive. The task force will have powers similar to Hyderabad’s HYDRAA authority to enforce laws and punish violators. Whistleblowers and victims are encouraged to report corruption or illegal land sales involving public representatives and officials.

Tourism Development

The project includes beautifying the riverfront near Tiruchanur, close to the Goddess Padmavathi Ammavari temple. Plans include constructing a culvert to slow water flow, enabling devotees to wash before temple visits. This initiative aims to enhance the spiritual and tourist appeal of the area, supporting the government’s vision to boost tourism.
