National Conference on Land Administration and Disaster Management

The National Conference on Land Administration and Disaster Management was held on 3rd and 4th October 2025 at the Mahatma Mandir Convention Centre in Gandhinagar, Gujarat. Organised by the Department of Land Resources, Ministry of Rural Development, in partnership with the Revenue Department of Gujarat, it aimed to enhance land governance and disaster response across India. Key officials and experts from various states participated to share knowledge and develop strategies.
Conference Objectives and Leadership
The event focused on improving land administration systems and disaster management frameworks. Shri Bhupendra Patel, Chief Minister of Gujarat, delivered the keynote address. Other dignitaries included Dr Jayanti S. Ravi, Additional Chief Secretary of Gujarat’s Revenue Department, Shri Manoj Joshi, Secretary of the Department of Land Resources, and Shri Pankaj Joshi, Chief Secretary of Gujarat.
Panel Discussions and Themes
Seven panel discussions addressed critical topics. These included modernising revenue laws, upgrading land record and registration systems, and creating and updating urban land records. Sessions also covered re-engineering revenue court cases, resurvey efforts, disaster management best practices, and human resource planning in land administration.
Innovations and Technology Launches
The conference witnessed the launch of the RO Diary Mobile Application, designed to streamline revenue officer workflows. The Integrated Land Administration (ILA) system was inaugurated to consolidate land records digitally. These technological advances aim to improve transparency and efficiency in land governance.
Infrastructure and Community Initiatives
New revenue offices and residential buildings were inaugurated to strengthen institutional capacity. The event included distribution of SVAMITVA cards, which provide property ownership certificates to rural households. Safety kits were also handed over to families of nomadic tribes to enhance disaster preparedness.
Collaborations and Capacity Building
Memorandums of About (MoUs) were signed with academic institutions to establish Centres of Excellence (CoEs). These centres will focus on research, training, and innovation in land administration and disaster management. The conference also featured an Action Seminar where participants developed actionable plans on key themes.
