Kerala Launches HAWK for Wildlife Offence Management

Kerala Forest Department launched HAWK, or Hostile Activity Watch Kernel, on 6 June 2026 as India’s first digital system that integrates the judiciary for wildlife offence management. The platform links forest enforcement records with the District Court Management System through an Application Programming Interface and stores case data in a centralised database.

HAWK and Wildlife Crime Prosecution

HAWK is a digital case-management system for wildlife offences in Kerala. It tracks the full lifecycle of a case file from the Preliminary Offence Report to court verdicts and witness testimonies. The system removes the need for physical paperwork in wildlife crime prosecution.

Institutional Framework and User Access

The system was developed with the Wildlife Trust of India and supported by NTT Data. Forest officers from the level of Divisional Forest Officer to Chief Conservator of Forests can access individual dashboards for case pendency, investigation progress, and crime pattern monitoring across the state.

Ecological Intelligence Functions

HAWK also functions as an ecological intelligence suite. It consolidates data on wildlife mortality, illegal weapon seizures, vehicle involvement, and repeat offenders for enforcement use. The system was conceptualised in 2015 during Operation Shikar, linked to the Malayattoor elephant poaching case, developed in 2017, and inaugurated in 2019.
