Kalaa Setu Challenge

India is rapidly advancing its digital governance by integrating AI technologies to improve communication in multiple Indian languages. The Kalaa Setu challenge, launched in 2025 by the Ministry of Information & Broadcasting via the WaveX Startup Accelerator, invites startups to develop scalable AI tools for multimedia content creation from text. This initiative aims to overcome linguistic barriers and enhance public outreach through real-time, multilingual audio, video, and graphic content generation.

Kalaa Setu Challenge

Kalaa Setu focuses on creating AI-driven solutions that convert text into multimedia content. It supports three core areas – text-to-video, text-to-graphics, and text-to-audio generation. These technologies enable automated production of videos, infographics, and voice content that are customised for various regional languages and cultural contexts. The challenge encourages startups to build tools that can scale to meet the diverse communication needs of India’s vast population.

Text-to-Video Generation

This technology transforms textual information into engaging video content. It allows customisation of the video’s environment, tone, and subject matter to suit different audiences. The goal is to produce videos that communicate complex information clearly and attractively, making official messages more accessible and understandable.

Text-to-Graphics Generation

AI tools in this area generate data-driven infographics and illustrative visuals from text. These graphics simplify complex data, helping citizens grasp important information quickly. Such visuals are essential for effective communication in sectors like agriculture, health, and education, where clarity is vital.

Text-to-Audio Generation

Advanced voice synthesis technologies create speech from text that is both accurate and emotionally expressive. The system adapts to regional accents and dialects, increasing relatability and impact. This feature is crucial for reaching diverse linguistic groups, including those with limited literacy.

Citizen-Centric Applications

Kalaa Setu aims to make government communication more inclusive by delivering information in formats tailored to local languages and cultural contexts. Whether it is weather alerts for farmers, exam updates for students, or healthcare information for seniors, the initiative ensures last-mile connectivity through real-time multimedia content.

Bhasha Setu Translation Challenge

Running alongside Kalaa Setu, Bhasha Setu is a real-time language translation challenge launched in June 2025. It invites startups to build AI tools for instant translation across Indian languages. Applications close on 22 July 2025. Both initiatives reflect the government’s commitment to encouraging indigenous AI innovation for inclusive governance.

WaveX Startup Accelerator Platform

WaveX, part of the Ministry of Information & Broadcasting’s WAVES initiative, nurtures innovation in media, entertainment, and language technologies. It facilitates startups’ engagement with government, investors, and industry leaders. WaveX supports breakthrough ideas through hackathons, incubation, mentorship, and integration with national platforms.
