IRDAI Imposes ₹1 Crore Penalty on ICICI Lombard
The Insurance Regulatory and Development Authority of India (IRDAI) imposed a penalty of ₹1 crore on ICICI Lombard General Insurance Company Limited on 7 September 2026 for regulatory lapses linked to outsourcing, vendor management and corporate governance. The order followed an onsite inspection that began in September 2019 and later led to show cause notices issued on 8 July 2024 and 17 December 2024.
IRDAI and its regulatory role
IRDAI is the statutory regulator for the insurance sector in India under the Insurance Regulatory and Development Authority Act, 1999. It regulates insurers, insurance intermediaries and related entities, and it issues rules on solvency, conduct, governance and outsourcing practices.
Outsourcing and governance norms in insurance
The Outsourcing Regulations, 2017, govern activities that insurers may assign to external service providers. The Corporate Governance Guidelines, 2016, set standards for board oversight, internal controls, disclosure practices and accountability in insurance companies.
In this case, IRDAI found that certain expenses were not reported and that some event management services involving agents of other insurers were not classified as outsourced activities. The regulator also issued separate compliance directions and advisories with timelines for implementation.
Show cause process and enforcement steps
A show cause notice is a formal regulatory notice that asks an entity to explain why action should not be taken for a possible violation. IRDAI issued the first notice on 8 July 2024 and a supplementary notice on 17 December 2024, after which the insurer received a personal hearing.
ICICI Lombard received the electronic transmission of the penalty order at 6:31 p.m. on 7 September 2026, as stated in its stock exchange disclosure. The company later said that the financial impact was limited to the ₹1 crore penalty.
