India Secures Presidency of IIIAS

India achieved a historic milestone by winning the presidency of the International Institute of Administrative Sciences (IIAS). This election marked the first time in the organisation’s 100-year history that the presidency was determined through a ballot process. India’s candidacy, represented by Shri V. Srinivas, Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), received 87 out of 141 votes, demonstrating support from member countries.

What is IIAS?

The International Institute of Administrative Sciences is a global federation comprising 31 member countries and 20 national sections. It focuses on scientific research in public administration. Key members include India, Japan, China, Germany, and South Africa. The IIAS collaborates closely with the United Nations on public administration initiatives, although it is not formally affiliated with the UN.

India’s Role in IIAS

India has been a member of IIAS since 1998. The country actively participates in various IIAS activities and has contributed to global discussions on public governance. The Government of India aims to leverage its presidency to promote the vision of “Maximum Governance – Minimum Government,” which focuses on administrative reforms and digital transformation.

The Election Process

The election for the IIAS presidency took place on June 3, 2025. Four candidates initially submitted nominations – India, South Africa, Austria, and Bahrain. Following hearings at the Annual IIAS Conference, South Africa withdrew its candidacy. The final vote saw India and Austria competing, with India securing a decisive victory.

Future Initiatives

Under India’s presidency, the IIAS plans to focus on digital empowerment and institutional transformation. The Indian leadership aims to bridge the North-South divide in public administration. This approach emphasizes unity and inclusivity among member nations, addressing disparities in governance and administrative practices.

Significance of the Presidency

India’s presidency of IIAS is not only for its historical context but also for its potential impact on global public administration. The leadership role allows India to influence international standards and practices in governance. It presents an opportunity to showcase India’s administrative innovations and reform strategies on a global stage.
