Government Launches DILRMP 3.0 Guidelines

The Union Minister for Rural Development launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 on 10 September 2026 at Krishi Bhawan, New Delhi. DILRMP 3.0 will operate as a Central Sector Scheme from 2026 to 2031 with an approved financial outlay of Rs. 565.50 crore.

DILRMP and Land Records Modernisation

The Digital India Land Records Modernisation Programme is a land governance initiative of the Department of Land Resources under the Ministry of Rural Development. The programme covers digitisation of land records, computerisation of registration systems, and integration of land-related databases in India.

DILRMP 3.0 moves beyond isolated digital database management and aims to create a GIS-enabled Land Stack. A Land Stack is a digital framework that links maps, registrations, and land disputes through secure application programming interfaces, or APIs.

Universal Bhu-Aadhaar and Registration Reforms

The government has planned nationwide implementation of Universal Bhu-Aadhaar, also called ULPIN. ULPIN assigns a 14-digit unique identification number to each land parcel in India and is used for parcel-level identification in land administration.

The Ministry of Rural Development has also planned to upgrade 75 high-footfall Sub-Registrar Offices into Registration Seva Kendras. The project has a dedicated budget of Rs. 37.5 crore and is linked with modern registration services.

Digital Records, RCCMS and NAKSHA

Previous phases of the programme achieved digitisation of 99.90% of Records of Rights, or RoRs, and 97% of cadastral maps. RoRs are official village-level land ownership and possession records, while cadastral maps are parcel-based maps used in land administration.

A paperless Revenue Court Case Management System, or RCCMS, will be integrated with land records for dispute handling. The Department of Land Resources also completed the NAKSHA pilot project, which was designed to modernise land record infrastructure in urban areas.
