Goa Government Plans Advocate Protection Bill 2026

The Goa government has decided to introduce the Goa Advocate Protection Bill 2026 in the state legislative assembly to address rising incidents of violence, intimidation, and harassment against advocates. Need for Legal Safeguards for Advocates

According to the state cabinet, recent years have witnessed an increase in cases involving violence, intimidation, harassment, and false implication of advocates in criminal proceedings. These incidents often occur while advocates are performing their professional duties in courts or representing clients.

Such actions not only threaten the safety of legal professionals but also undermine the functioning of the justice system. Advocates play a critical role in ensuring access to justice and safeguarding constitutional rights of citizens.

Key Provisions of the Proposed Bill

The Goa Advocate Protection Bill proposes strict penalties for offences committed against advocates. The bill states that assaulting or using criminal force against an advocate can result in imprisonment of up to two years along with a fine of up to ₹55,000.

If the offence results in grievous hurt to an advocate, the punishment may extend to seven years of imprisonment and a fine of up to ₹1 lakh. The legislation also proposes penalties for intimidation or harassment of advocates, including imprisonment of up to two years and fines up to ₹25,000.

Protection Against Threats and Harassment

The bill also addresses threats directed at advocates during the course of their professional duties. If the threat involves death, grievous injury, or destruction of property, the punishment may extend up to seven years of imprisonment.

The government stated that interference with advocates while they are performing lawful duties can obstruct the fundamental right of litigants to obtain legal representation. Therefore, the bill seeks to ensure a secure environment for advocates to discharge their professional responsibilities.
