CIC Launches AppCoMS 2.0 for RTI Appeals
The Central Information Commission (CIC) launched the upgraded Appeal and Complaint Management System 2.0 (AppCoMS 2.0) in New Delhi on 17 August 2026. The portal is used for Second Appeals and Complaints under the Right to Information Act, 2005.
Appeal and Complaint Management System
AppCoMS is the CIC’s online case-management platform for registration, scheduling, notice generation, and decision upload. The original web application portal was introduced in September 2016 for digitising RTI-related processes.
Key Features of AppCoMS 2.0
The upgraded system provides dedicated user accounts for applicants, linked with email IDs and mobile numbers. Applicants can file appeals, track case timelines, and download notices and decisions through the portal.
The platform also provides specialised accounts for Central Public Information Officers (CPIOs) of public authorities. CPIOs can access case details and submit documents online through these accounts.
Digital Signature Certificates (DSCs) have been integrated into the platform for digital signing of official notices and orders. The CIC also resumed online filing for Second Appeals and Complaints on 4 August 2026.
Right to Information Act, 2005
The Right to Information Act, 2005 is an Indian law that gives citizens a statutory right to seek information from public authorities. The Act provides for First Appeals, Second Appeals, and complaints in the information disclosure framework.
The Central Information Commission is the apex appellate authority under the RTI Act at the central level. It hears Second Appeals and Complaints relating to central public authorities.

Decisions issued from 1 August 2026 onwards and sent by post are scheduled to be uploaded to the upgraded portal. Submissions made between 4 August 2026 and 16 August 2026 are to be processed after the launch of AppCoMS 2.0.
