Yamuna River Rejuvenation Action Plan 2025

The Yamuna River, a vital water source for Delhi, faces severe pollution and encroachment issues. In response, the Government of India has initiated a comprehensive 30-point action plan aimed at rejuvenating the river. This plan was finalised following a high-level meeting chaired by Prime Minister Narendra Modi in April 2025. The meeting focused on addressing the river’s pollution and ensuring clean drinking water for Delhi’s residents.

Key Objectives of the Action Plan

The action plan has several core objectives. The primary aim is to enhance the environmental flow (E-flow) of the Yamuna. This involves managing sewage and stormwater effectively. The plan also focuses on removing encroachments from floodplains to restore the river’s natural ecosystem.

Agencies Involved

Six key agencies are involved in executing the action plan. These include the Delhi Development Authority (DDA), National Mission for Clean Ganga (NMCG), Central Pollution Control Board (CPCB), Delhi Government, Delhi Jal Board, and the Municipal Corporation of Delhi (MCD). Each agency has specific responsibilities and timelines for implementation.

Major Action Points

Two action points focus on increasing the E-flow of the Yamuna. The plan proposes discharging 773 million litres per day of treated water from sewage treatment plants into the river by September 2026. Another 6.23 cumecs of treated water will be added from the Okhla STP to enhance the river’s flow.

Infrastructure Development

The plan includes creating additional sewage treatment capacity of around 500 million litres per day by March 2029. New sewage treatment plants will be established at strategic locations throughout Delhi. This infrastructure development aims to connect unauthorised colonies to the sewage network.

Floodplain Management

A dedicated Special Task Force has been established to remove floodplain encroachments. This task must be completed by September 2026. The plan also includes measures for floodplain protection and riverfront development activities.

Public Engagement and Outreach

Public outreach is important component of the action plan. The government aims to engage citizens in river conservation efforts. This includes educating the public about the importance of the Yamuna and promoting sustainable practices.

Political Context

The BJP has committed to cleaning the Yamuna in its manifesto for the 2025 Delhi Assembly elections. The party criticises the current government’s efforts, citing insufficient progress despite expenditure. The BJP plans to develop the Yamuna Riverfront, inspired by Ahmedabad’s Sabarmati Riverfront.

Future Prospects

A dedicated “Yamuna Kosh” (Yamuna Fund) will be established to support ongoing initiatives. This fund aims to ensure complete treatment of wastewater from major drains before entering the Yamuna. The overall success of the action plan will depend on effective governance and collaboration among involved agencies.
