World Bank Approves $300 Million Loan for UP Clean Air Program

The World Bank has approved a loan of about USD 300 million to support Uttar Pradesh’s efforts to improve air quality through a comprehensive clean air transition programme. The funding will support the Uttar Pradesh Clean Air Management Program, which aims to address pollution across sectors such as transport, agriculture, and industry. The initiative seeks to strengthen environmental sustainability while also generating employment opportunities for youth and women in the state.

Clean air strategy across key sectors

The programme, valued at USD 299.66 million, will focus on reducing pollution through integrated interventions in multiple sectors. In transport, the plan encourages the adoption of electric buses and three-wheelers to reduce vehicular emissions. Industrial pollution will be tackled through emissions monitoring systems and the adoption of cleaner technologies. These efforts are expected to improve productivity and support sustainable economic growth.

Strengthening air quality monitoring

As part of the initiative, nearly 200 new air quality monitoring stations will be installed across Uttar Pradesh. Data collected from these monitors will be integrated with the Uttar Pradesh Pollution Control Board’s systems to strengthen air quality management and policy decisions. Improved monitoring will help authorities identify pollution sources and implement targeted interventions.

Clean energy and agricultural reforms

The programme also aims to promote cleaner practices in agriculture and households. Around 3.9 million households are expected to gain access to clean cooking solutions, reducing indoor and outdoor air pollution. Farmers will be encouraged to adopt efficient fertiliser use to improve crop productivity while reducing emissions. Additionally, more than 700 brick kilns in the state will transition to resource-efficient and cleaner technologies.

The loan agreement was signed by representatives from the Government of India, the Government of Uttar Pradesh, and the World Bank. The programme will also attract nearly USD 150 million in private investment, particularly in the transport and MSME sectors, helping accelerate the state’s transition to cleaner technologies.
