Uttarakhand Implements Uniform Civil Code Amendment Ordinance
Uttarakhand has strengthened its landmark Uniform Civil Code framework with the implementation of the Uniform Civil Code (Amendment) Ordinance, 2026, marking a year since the UCC came into force in the State. The move aims to streamline procedures, enhance transparency, and align penal provisions with India’s updated legal codes.
Ordinance Promulgated Under Constitutional Powers
The Uttarakhand government implemented the Uniform Civil Code (Amendment) Ordinance, 2026, following approval by the Governor. The ordinance was promulgated under Article 213 of the Constitution of India and has come into effect immediately. According to the Chief Minister’s Office, the amendments introduce procedural, administrative, and penal refinements to ensure effective and transparent implementation of the UCC Act, 2024.
One Year Of Uniform Civil Code Implementation
The Uniform Civil Code completed one year on January 27, 2026, with the day being observed statewide as “UCC Day”. Enforced on January 27, 2025, the UCC has reshaped Uttarakhand’s civil law framework by simplifying and digitising processes related to marriage, divorce, and live-in relationships. The State government described the reform as a historic step towards equality, legal clarity, and citizen-friendly governance.
Digitisation And Impact On Marriage Registration
One of the most visible outcomes of the UCC has been the digitisation of marriage registration. Prior to the Code, registrations were governed by the Uttarakhand Compulsory Registration of Marriages Act, 2010 and required physical presence at sub-registrar offices. Under the UCC, nearly 100 per cent of marriage registrations are now conducted online, with applicants and witnesses submitting documents and video statements remotely. In less than a year, over 4.7 lakh registrations have been completed, with certificates issued on average within five days.
