Uttar Pradesh Presents ₹9.12 Lakh Crore Budget 2026-27

Uttar Pradesh Finance Minister Suresh Khanna on Wednesday presented a ₹9,12,696.35 crore Budget for 2026-27 in the State Assembly, marking a 12.9 per cent increase over the previous year. The Budget introduces new schemes worth ₹43,565.33 crore and places emphasis on capital expenditure, fiscal prudence, law and order, healthcare expansion and technology-driven growth.

Capital expenditure has been pegged at 19.5 per cent of the total outlay. Education has received 12.4 per cent allocation, agriculture and allied sectors 9 per cent, and medical and health services 6 per cent.

Fiscal Discipline and Economic Growth

In line with the 16th Central Finance Commission’s recommendations, the fiscal deficit for 2026-27 has been capped at 3 per cent of GSDP, applicable until 2030-31. The state’s debt-to-GSDP ratio, which rose during the Covid-19 period, has been reduced to below 27 per cent in 2024-25, with a target of 23.1 per cent in 2026-27.

The state’s GSDP for 2024-25 is projected at ₹30.25 lakh crore, reflecting 13.4 per cent growth. Per capita income has increased from ₹54,564 in 2016-17 to ₹1,09,844 and is expected to reach ₹1,20,000 in 2025-26.

Strengthening Law and Order

Significant allocations have been made for police infrastructure, including ₹1,374 crore for non-residential buildings and ₹1,243 crore for residential facilities. Additional provisions include ₹346 crore for new districts, ₹200 crore for fire stations and ₹190 crore for firefighting systems in multi-storey buildings.

The government reported sharp declines in major crimes since 2016. Under Mission Shakti, ₹25 crore has been earmarked for vehicles for female beat officers.

Healthcare and Medical Expansion

A total of ₹37,956 crore has been allocated to the Medical, Health and Family Welfare Department, a 15 per cent increase. ₹14,997 crore has been set aside for medical education. Uttar Pradesh now has 81 medical colleges, and new institutions will be established in 16 underdeveloped districts under the PPP model.

MBBS seats have increased from 4,540 in 2017 to 12,800, while postgraduate seats have risen to 4,995. ₹8,641 crore has been allocated for the National Rural Health Mission and ₹2,000 crore for Ayushman Bharat. Over 49.22 lakh families benefit under the Ayushman Bharat–Mukhyamantri Jan Arogya Yojana.

Industrial, Technology and Agricultural Push

The Budget outlines a New and Emerging Technologies Mission, establishment of a data authority and eight data centre parks with 900 MW capacity. An AI Mission and “Tech Yuva Samarth Yuva Yojana” will train youth in advanced technologies.

Uttar Pradesh accounts for 65 per cent of India’s mobile phone production and 55 per cent of electronic component units. Electronics exports have reached ₹44,744 crore. The state also plans agricultural export hubs to enhance farmer incomes, alongside expansion in irrigation, renewable energy and industrial zones under new employment-linked schemes.
