UGC Mentoring Initiative to Strengthen School Education

India is advancing a major reform to integrate higher education expertise with school-level teaching. The University Grants Commission has directed Higher Education Institutions to nominate senior faculty members as mentors for school teachers. This initiative, rooted in the National Mission for Mentoring under the National Education Policy 2020, aims to enhance teacher quality by building a professional ecosystem where knowledge flows seamlessly from universities to classrooms.

Framework of the National Mentoring Mission

The National Council for Teacher Education has introduced the “Bluebook on Mentoring,” which provides the structural design for the initiative. It replaces traditional, compliance-driven teacher training with a facilitative mentoring model. Mentoring is positioned as a long-term, relationship-based professional collaboration rather than a supervisory exercise. The framework clarifies roles, processes, and digital systems required to build a sustainable mentoring culture.

Mentoring Beyond Conventional Training

The Bluebook distinguishes mentoring from training, coaching, and inspection. Training focuses on rapid skill acquisition, while coaching emphasises performance outputs. Mentoring, however, supports holistic professional growth by offering teachers a supportive environment to address challenges without fear of judgement. Mentors act as experienced guides who foster reflective practice and long-term improvement.

Targeted Verticals and Digital Infrastructure

The mission identifies key mentoring areas including instructional leadership, digital education, socio-emotional learning, inclusive teaching, ethics, twenty-first-century skills, and subject-specific pedagogy. The National Mentoring Infrastructure provides the digital backbone, allowing teachers to choose mentors, access learning resources, join synchronous or asynchronous sessions, and monitor progress.

Implementation follows a phased model involving pilots, capacity-building workshops, and incentives such as certificates and performance credits. The mission ultimately aims to build a continuous “Community of Practice” that reduces teacher isolation, strengthens professional satisfaction, and improves student learning through empowered educators.
