Turkey, Saudi Arabia, Pakistan Hold First Defence Pact Meeting

Turkey, Saudi Arabia and Pakistan are scheduled to hold the first ministerial and committee meeting of their new defence alliance in Istanbul, Turkey, on 31 August 2026. The alliance was established on 7 August 2026 through the Mecca Joint Defence Agreement signed in Mecca, Saudi Arabia, by Turkish President Recep Tayyip Erdogan, Saudi Crown Prince Mohammed bin Salman and Pakistani Prime Minister Shehbaz Sharif.

Mecca Joint Defence Agreement

The Mecca Joint Defence Agreement is a trilateral defence pact among Turkey, Saudi Arabia and Pakistan. The pact includes a collective security clause under which an armed attack on one member is treated as an attack on all three members. The clause is structurally similar to Article 5 of the North Atlantic Treaty Organisation, which is the collective defence provision of NATO. NATO was founded in 1949 and uses collective defence as one of its core treaty principles.

Trilateral Defence Mechanism

The 31 August 2026 meeting is expected to formally establish a political and defence strategic committee. The committee will bring together the foreign ministers, defence ministers and military chiefs of staff of the three countries. Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar is among the high-level participants expected at the Istanbul meeting. The Saudi foreign minister, the defence ministers and the military chiefs of staff of the three states are also scheduled to attend.

Defence Cooperation Areas

The planned discussions cover international security, collective military capability, troop interoperability and joint production in the defence industry. Interoperability in military affairs refers to the ability of armed forces from different states to operate together using compatible systems, procedures and communications. Defence industry joint production generally includes co-development, co-manufacturing and technology sharing in military equipment. Trilateral defence committees are common institutional tools for coordination in security partnerships and alliance frameworks.
