The National e-Vidhan Application (NeVA), Project under the Digital India programme

The National e-Vidhan Application (NeVA), a Mission Mode Project under the Digital India programme, is accelerating the shift toward paperless lawmaking across India. As of now, 28 State and Union Territory Legislatures have signed MoUs for its adoption, and 20 have already become fully digital Houses, marking a major milestone in legislative modernisation.

Key Features of the NeVA Platform

NeVA enables complete backend computerisation of Legislature Secretariat branches to ensure seamless electronic flow of information. It offers a unified digital architecture designed under the “One Nation, One Application” vision, enabling all 37 State/UT Legislatures to function through a common platform. The system supports document management, House process automation and public information dissemination.

Capacity Building and Infrastructure Support

To ensure smooth implementation, the Ministry of Parliamentary Affairs provides ICT infrastructure, training and continuous technical handholding. National and regional workshops, virtual training sessions and on-site support help members, legislative staff and government officials transition to digital workflows. NeVA SeVA Kendras established in legislatures assist members in navigating the digital system.

AI Integration for Linguistic Inclusivity

Advanced AI/ML tools have been incorporated into NeVA to enhance usability. Bhashini-powered text translation, speech-to-text and voice-to-speech tools enable real-time multilingual support, ensuring legislators can access information in their preferred language. This promotes inclusiveness and improves user experience across diverse linguistic backgrounds.
