SAMPANN Platform Begins Onboarding Of MTNL Pensioners

The Controller General of Communication Accounts has initiated the onboarding of all MTNL employees retiring in November 2025 onto the SAMPANN digital pension platform. The move marks a major step toward fully integrated pension processing for both current and legacy MTNL retirees across Delhi and Mumbai.

Large-Scale Integration Of Pensioners

A total of 45,939 MTNL pensioners are scheduled for migration to the platform. At the launch event in Delhi, two retiring employees were felicitated and issued their electronic Pension Payment Orders, reflecting the shift toward paperless service delivery. The initiative resolves a long-pending demand for streamlined pension administration for MTNL staff.

Digital Transformation In Pension Management

With MTNL’s integration, the SAMPANN system will support end-to-end digital processing from December 2025. The platform offers rule-based calculations, automated case handling and PFMS-linked disbursements. Multi-modal communication channels and real-time dashboards enhance monitoring, while mobile applications extend access to pension-related services.

Benefits Highlighted For Retirees

Key features include direct pension disbursement, online PPO generation, Digital Life Certificate facilities and unified grievance redressal. By reducing paperwork and eliminating procedural delays, the system strengthens transparency and efficiency. Officials emphasised that the initiative supports a citizen-centric approach within the Department of Telecommunications.
