Saba Shawl Becomes First Woman to Head Central Jail Srinagar

In a landmark development for Jammu and Kashmir’s prison administration, Saba Shawl has been appointed as Superintendent of Central Jail Srinagar, becoming the first Kashmiri woman to head the high-security correctional facility. Her appointment marks a significant milestone for women in uniformed services in the Union Territory. The transfer was formalised under Government Order No. 145-Home of 2026 dated March 2, 2026, with immediate effect.

Early Life and Educational Background

Saba Shawl hails from Peerbagh in Srinagar. She holds a master’s degree in Social Work, reflecting her grounding in community welfare and reform-oriented approaches. Before joining government service, she worked as a senior community development consultant and was associated with the Indo Global Social Service Society, where she focused on grassroots initiatives and capacity-building programmes.

Her academic and field experience provided her with a strong foundation in social justice and institutional management.

Entry into Prisons Department

In 2012, Shawl cleared the Jammu and Kashmir Public Service Commission (JKPSC) examination. She secured the lone open merit position for Superintendent of Police (Prisons), a rare achievement at a time when few Kashmiri women were entering uniformed services.

Following her selection, she assumed responsibilities in the Prisons Department, gradually building a reputation for administrative competence and discipline management. Her entry into the service was seen as a breakthrough for gender representation in law enforcement and correctional administration.

Administrative Experience and Key Roles

Prior to her latest appointment, Shawl served as Staff Officer to the Director General of Prisons, Jammu and Kashmir. She also worked at the Prisons Headquarters, where she handled administrative coordination, training oversight, and departmental planning. Additionally, she served as Public Relations Officer, managing communication and institutional coordination.

Her blend of field and headquarters experience is viewed as a key factor behind her selection to lead Central Jail Srinagar, one of the region’s most sensitive correctional facilities.

Several police officers were deputed to key prison posts, including appointments at District Jail Poonch, District Jail Anantnag, and Special Jail Pulwama. The changes aim to strengthen administrative efficiency and security oversight across correctional institutions in the Union Territory.
