Revised EVM Verification SOP in India

The Election Commission of India (ECI) has updated its standard operating procedure (SOP) for verifying electronic voting machines (EVMs). This revision follows a Supreme Court ruling that allows candidates who finish second or third in elections to request checks on EVMs. The new SOP aims to enhance transparency and address concerns regarding the integrity of the electoral process.
Background of the Revision
The Supreme Court’s decision on May 7, 2025, prompted the ECI to revise its procedures. The court had previously upheld the use of EVMs but allowed for additional verification methods. This change was initiated after petitions from the Association for Democratic Reforms (ADR) and other stakeholders.
Key Features of the New SOP
Candidates can now request the checking of up to 5% of EVMs used in elections. This includes a mock poll of up to 1,400 votes per machine. If the results from the EVMs match the Voter Verified Paper Audit Trail (VVPAT) slips, the machine is deemed verified.
Changes in the Verification Process
The ECI’s revised SOP maintains much of the previous procedure. Engineers from EVM-manufacturing companies will conduct the verification in the presence of candidates or their representatives. A successful self-diagnosis of the EVM units is required before proceeding to the mock poll.
Financial Implications for Candidates
Under the new SOP, candidates pay Rs 23,600 for a self-diagnostic test. They will only pay Rs 47,200 if they opt for the full mock poll. This change provides candidates with more flexibility in managing verification costs.
Data Management and Retention
The new SOP mandates that data on EVMs, including that from Symbol Loading Units (SLUs), must not be deleted during the verification process. Furthermore, the retention period for records related to the checking process has been extended from one month to three months.
Criticism and Concerns
Despite the revisions, some experts, including ADR co-founder Jagdeep S Chhokar, argue that the new SOP does not enhance the verification process. They believe that merely switching on the machines does not constitute thorough checking and verification.
