Repairability Index Framework in Mobile Electronics Sector

The Repairability Index (RI) framework in the mobile and electronics sector has been established to enhance consumer rights and promote sustainable practices. The initiative aims to empower consumers by providing clear information on the repairability of products. This comes in response to increasing complaints regarding repair difficulties for mobile devices. The framework aligns with global best practices while supporting innovation and ease of business for manufacturers.

Consumer Grievances

The National Consumer Helpline has reported rise in complaints regarding mobile and tablet repairs. Complaints increased from 19,057 in 2022-2023 to 22,864 in 2024-2025. This trend marks the urgent need for improved repair accessibility and consumer education.

RI Framework

In September 2024, the Government of India formed a committee to develop the RI framework. The committee was chaired by Shri Bharat Khera and included stakeholders from various sectors including major tech companies, industry associations, and consumer advocacy groups. The RI framework aims to make repair information accessible and transparent.

Importance of Repairability

The RI is crucial for encouraging consumers to opt for repairable products rather than discarding them. This initiative supports a sustainable economy by promoting the concept of ‘mindful utilisation’ over ‘wasteful consumption’. It aims to reduce electronic waste and extend the lifecycle of devices.

Core Parameters of the Repairability Index

The RI is assessed based on six core parameters: 1. Disassembly Depth 2. Repair Information Availability 3. Spare Parts Availability 4. Software Updates 5. Tools and Fasteners 6. Overall Repairability Score These parameters help consumers understand how easily they can repair their devices.

Implementation of the Repairability Index

Manufacturers are required to self-declare their products’ RI based on the established scoring criteria. The RI will be displayed at points of sale, on e-commerce platforms, and via QR codes on packaging. This transparency allows consumers to make informed purchasing decisions.

Future Developments and Goals

The RI framework will initially focus on smartphones and tablets. The committee aims to create a robust ecosystem that ensures consumers have access to reliable repair options. The Right to Repair Portal India, launched in 2022, supports this initiative by providing repair-related information across various sectors.
