Rajasthan Bans Employment of Children Under 14 in Shops and Commercial Establishments

The Rajasthan government has introduced a policy reform by banning the employment of children below 14 years in shops and commercial establishments. Chief Minister Bhajanlal Sharma approved the Rajasthan Shops and Commercial Establishments (Amendment) Ordinance, 2025, with the aim of safeguarding children’s rights and improving their access to education, health, and nutrition.

New Child Labour Restrictions Introduced

The newly approved ordinance makes it illegal to employ children under 14 years in any shop or business establishment across the state. It also raises the minimum age for apprentices from 12 to 14 years, aligning the state’s regulations with national child labour laws. Officials stated that this move is a step toward ensuring that no child is deprived of schooling or essential welfare services due to employment pressures.

Revised Provisions for Adolescent Workers

For adolescents aged between 14 and 18 years, the ordinance introduces stricter safeguards. They will no longer be permitted to work during night hours, revising the previous permissible range of 12 to 15 years. This measure aims to protect young workers from potential exploitation and unsafe working conditions, particularly in industries operating late hours.

Changes in Working Hours and Overtime Regulations

The amendment also modifies labour conditions for adult workers, increasing the maximum daily working hours from nine to ten and enhancing the overtime limit to 144 hours per quarter. The government believes these changes will enhance productivity and business efficiency while maintaining worker welfare standards.
