The Reserve Bank of India has notified the amendment in Foreign Exchange Management (Debt Instruments) Regulations, 2019.
Under this amendment, Russia, along with 21 other countries, can now invest in dated Government Securities and Treasury Bills through a rupee account. Russia has been hit by its mounting surplus rupee problem.

The European tax think tank, EU Tax Observatory, has recommended a global minimum tax of 2% on billionaires’ wealth, which could generate around $250 billion annually.
They also called for a strengthened global minimum tax on multinational companies, which could raise an additional $250 billion per year.

The Central Armed Police Forces (CAPFs), such as the BSF, CRPF, and CISF, are preparing to enlist Indian dog breeds for police tasks, with trials already underway for breeds like the Rampur Hound. These Indian dog breeds, including the Rampur Hound, Himachali Shepherd, Gaddi, Bakharwal, and the Tibetan Mastiff, are anticipated to be deployed soon in various police duties. These tasks may include detecting suspects, locating narcotics and explosives, and patrolling areas at high risk.

World Polio Day is observed to raise awareness against the poliomyelitis disease. World Polio Day highlights the global efforts to end poliomyelitis (polio) worldwide. Polio is a life-threatening disease caused by the poliovirus, which the World Health Assembly committed to eradicate in 1988.
The theme for World Polio Day 2023 is “A healthier future for mothers and children.”

The State festival of Telangana, known as ‘Batukamma’ (flower-festival) was observed in several villages located along the Andhra Pradesh border.
Every year this festival is celebrated as per the Sathavahana calendar for nine days. People illuminate their homes and adorned them with flowers and rangolis, celebrating the festival in a traditional and festive manner.

Prime Minister Narendra Modi inaugurated the 37th edition of the National Games in Panaji, Goa. More than 10,000 athletes will compete in the event in over 43 sports disciplines across 28 venues.
The National Games are being held in Goa for the very first time.

At least three people died, while over 90 people were injured during a traditional stick fight festival, also regionally known as Banni festival, in Andhra Pradesh’s Kurnool district.
The Banni festival is celebrated on the night of Vijayadasami on the account of the victory of Lord Mala Malleswara Swamy and Goddess Parvati over Mani and Mallasura.

Prime Minister Narendra Modi inaugurated the 7th Edition of the India Mobile Congress, at Bharat Mandapam, Pragati Maidan, New Delhi.
It was organised with the theme of ‘Global Digital Innovation,’  Reliance Jio Infocomm demonstrated India’s first satellite-based giga fibre service ‘JioSpaceFiber’ to provide high-speed broadband services to previously inaccessible geographies within India.

Slovakia’s new populist Prime Minister Robert Fico announced halt of military aid to Ukraine. Slovakia had pledged 680 million euros in total government support to Ukraine through July 2023.
The Central European country of 5.4 million people was notably the first NATO nation to deliver fighter jets to its war-torn neighbour.

Taiwan-based Wistron announced that its board had approved the sale of its India unit, Wistron InfoComm Manufacturing to the Tata Group.
Wistron assembles Apple Inc.’s iPhone devices and components for these smartphones in Bengaluru and Hosur. Tata Electronics is set to purchase the Wistron subsidiary for $125 million, after which it will formally take over operations.
