QR Codes Enhance Road Maintenance Under PMGSY

The Union Ministry of Rural Development (MoRD) initiated a new system to improve road maintenance under the Prime Minister Gram Sadak Yojana (PMGSY). The system involves attaching QR codes to maintenance information display boards for roads constructed under the scheme. This innovation aims to collect public feedback on road quality and maintenance.

The Prime Minister Gram Sadak Yojana began on December 25, 2000. It was designed to enhance rural infrastructure through road construction. The programme has undergone multiple phases, with the first phase focusing on connecting unconnected habitations. Subsequent phases expanded the scope to include areas affected by Left Wing Extremism and aimed for all-weather road connectivity.

Phases of Implementation

– Phase I – Launched in 2000, aimed at basic rural connectivity. – Phase II – Initiated in 2013, focused on improving existing roads. – Phase III – Started in 2019, further expanded road connectivity. – Phase IV – Approved in September 2024, targeting 25,000 unconnected habitations.

Funding and Infrastructure Goals

The PMGSY has an ambitious target of constructing 62,500 km of roads. The estimated budget for this initiative is Rs 70,125 crore, spanning from 2024-25 to 2028-29. The funding pattern shifted in 2015-16 to a 60:40 split between the Centre and states.

Maintenance System Overview

Post-construction, contractors maintain roads for five years. The e-MARG system is used for monitoring and managing maintenance. It allows for routine inspections and performance evaluations based on various parameters. The National Rural Infrastructure Development Agency oversees this process.

Introduction of QR Codes

The new QR code system will allow road users to provide feedback easily. Each road will have a unique QR code displayed on its maintenance board. Users can scan the code to access road details and report maintenance issues. This feedback will be integrated into the existing e-MARG system.

Role of Technology

Artificial Intelligence and Machine Learning will be employed to analyse user-submitted photographs of road conditions. This data will assist in performance evaluations and ensure a more transparent maintenance process under the PMGSY.

Public Participation

The initiative encourages public involvement in road maintenance. By allowing citizens to report issues directly, the government aims to enhance accountability and quality of infrastructure. Trials have shown positive results, paving the way for full-scale implementation.
