Puducherry Launches One-Time Regularisation Scheme 2025

The Puducherry government has introduced the One-Time Regularisation Scheme 2025 to legalise unauthorised constructions and plan violations across the Union Territory. The scheme aims to bring thousands of irregular buildings into compliance by allowing owners to apply online and pay prescribed fees. It covers structures built or modified between May 1, 1987, and July 16, 2025.

Scope and Eligibility

The scheme applies to all unauthorised buildings and deviations from approved plans in Puducherry regions. Government buildings are exempt from regularisation charges, while government-aided schools pay half the fees for mixed use and multi-storeyed buildings. Properties without title deeds, those on encroached government land, or adjacent to development project sites are excluded.

Application Process

Applicants must submit online applications within one year from the scheme’s notification date. Required documents include building plans, certificates, and permits. A detailed checklist guides submissions. The National Informatics Centre developed an Online Building Permission System (OBPS) to manage applications and prevent service disconnections or demolition during the process.

Fee Structure

A non-refundable application fee of ₹5,000 applies to residential buildings and ₹10,000 to other structures. Scrutiny fees are ₹20 per square metre for residential and ₹50 per square metre for non-residential buildings. Regularisation charges vary – ₹500 per sq.m for residential, ₹750 per sq.m for mixed use or special buildings, and ₹1,000 per sq.m for multi-storeyed buildings.

Safety and Compliance Checks

The Town and Country Planning Department will scrutinise applications to ensure compliance with safety norms. These include adequate road width, parking, fire escapes, lifts, provisions for persons with disabilities, and environmental features like solar water heating. Only buildings meeting minimum safety standards will be regularised.

Implementation and Impact

Notices will be issued to owners of unauthorised constructions within six months of notification. The collected fees will form a corpus fund dedicated to infrastructure development in Puducherry. The scheme is expected to regularise thousands of buildings, reducing legal ambiguities and enhancing urban planning.
