Project Suvigya is an online pension enquiry and verification system developed by the Controller General of Defence Accounts (CGDA) under the Ministry of Defence, Government of India. It provides a digital platform for defence pensioners to check their pension entitlements and related details in a transparent, accurate, and user-friendly manner. The initiative represents a major step towards the modernisation and digitisation of the Indian defence pension system.

Background and Objective

India’s defence pension network is one of the largest in the world, covering millions of ex-servicemen, widows, and dependants from the Army, Navy, and Air Force. Managing such a vast pension system involves numerous pay revisions, allowances, and service categories, often leading to administrative delays and discrepancies.
To address these challenges, the CGDA launched Project Suvigya in 2010 as part of a comprehensive e-governance initiative to simplify pension verification and ensure transparency. The project’s name, Suvigya, meaning “one who has good knowledge,” symbolises its goal of empowering pensioners with accurate and easily accessible information about their pension entitlements.

Project Suvigya provides a structured, web-based interface with the following features:

  • Online Pension Entitlement Check: Pensioners can input essential service details to view their entitlement as per the applicable pay commission and service rules.
  • Comparison of Payments: It allows users to compare their current pension with the amount they should be receiving, helping identify any shortfalls or calculation errors.
  • User-Friendly Access: The application can be accessed online from any device and is also available through dedicated e-kiosks in defence establishments and pension service centres.
  • Integration with e-PPO System: It supports the digital pension ecosystem by aligning with the electronic Pension Payment Order (e-PPO) and other automated systems for quick verification.
  • Facilitating Grievance Redressal: Pensioners can use Suvigya-generated data as an official reference when filing claims for underpayment or corrections with pension sanctioning authorities.

Implementation and Operation

The project was implemented under the supervision of the Controller General of Defence Accounts (CGDA), which acts as the nodal agency for accounting and pension administration within the defence establishment. The system integrates data from various Defence Pension Disbursement Offices (DPDOs), Record Offices, and Pay Accounts Offices (PAOs).
It is part of a larger digital framework that includes related projects such as:

  • Project Aashraya – for managing pension disbursement and record keeping.
  • e-PPO (Electronic Pension Payment Order) – for digital issuance of pension authorisations.
  • SPARSH (System for Pension Administration Raksha) – for end-to-end online pension management introduced later to expand digital reach.

These initiatives collectively contribute to a transparent and efficient pension administration system.

To overcome these challenges, training programmes, awareness drives, and e-assistance facilities have been introduced for pensioners.
