Operation Shield
In recent times, India has faced heightened security concerns, particularly along its western frontier with Pakistan. Following a tragic terrorist attack in Pahalgam, which resulted in 26 fatalities, the Government of India has intensified its civil defence measures. The Ministry of Home Affairs has announced the second edition of a nationwide civil defence mock drill, named ‘Operation Shield’, scheduled for May 31, 2025. This exercise aims to boost preparedness against potential hostile attacks.
Objectives of Operation Shield
Operation Shield is designed to enhance the readiness of civil defence forces in response to emerging threats. The exercise focuses on identifying gaps in preparedness that were brought into light during previous drills. It aims to ensure that response protocols are effective and that personnel are well-trained for emergency situations.
Scope of the Mock Drill
The mock drill will take place in several regions including Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Haryana, and Chandigarh. Each location has been selected based on its vulnerability to potential attacks. The drill will involve various scenarios, including drone strikes and other forms of aggression.
Key Activities During the Drill
During Operation Shield, several critical activities will be executed. These include the activation of centrally controlled air raid sirens to alert the public. Blackout protocols will be implemented in civilian areas to simulate conditions during an attack. Additionally, there will be mock evacuations of families from military stations.
Emergency Response Measures
The drill will also involve the deployment of medical teams to assess and respond to injuries. Transportation of blood units and other emergency supplies will be coordinated to ensure rapid response capabilities. This comprehensive approach aims to prepare the civil defence forces for real-life scenarios.
Coordination and Oversight
The exercise is being coordinated by the Additional Director General of Civil Defence. The Directorate General of Fire Services and Home Guards will oversee the execution of the drill. This structured coordination is vital for the smooth operation of the exercise.
Funding and Support
In light of the findings from the initial drill conducted on May 7, the Home Ministry has invoked emergency powers. Funding support will be provided through the State Disaster Response Fund (SDRF) to address identified shortcomings in civil defence preparedness.
