Oil Palm Productivity and India’s Edible Oil Future
India launched the National Mission on Edible Oils – Oil Palm (NMEO-OP) in 2021 as a Centrally Sponsored Scheme with an outlay of Rs. 11,040 crore. The mission covers oil palm cultivation, crude palm oil (CPO) production, and edible oilseed availability in India.
National Mission on Edible Oils – Oil Palm
The NMEO-OP aims to bring 6.5 lakh hectares under oil palm cultivation by 2025-26 and 10 lakh hectares in the longer term. By November 2025, India had covered 6.20 lakh hectares under oil palm. CPO production in India increased from 1.91 lakh tonnes in 2014-15 to 3.80 lakh tonnes in 2024-25. The production target is 11.20 lakh tonnes by 2025-26 and 28 lakh tonnes by 2029-30.
Edible Oil Dependence in India
India imports around 60% of its edible oil requirement. Palm oil accounts for over 38% of total edible oil consumption and 59% of total edible oil imports, mainly from Indonesia and Malaysia. A NITI Aayog report of August 2024 stated that India ranks first globally in the production of rice bran oil, castor seed, safflower, sesame, and niger. Domestic output meets only 44% of the country’s edible oil requirement.
Oil Palm Cultivation and Production Features
Oil palm has a gestation period of 4-5 years before fruit production begins. The crop requires high water and nutrient input, and fresh fruit bunches must be processed within 24-48 hours after harvest. Andhra Pradesh accounts for about 80% of India’s CPO production. The state expanded oil palm cultivation by about 122% between 2010 and 2023. The crop requires more than double the water of marginal rice cultivation annually. Soil fertility depletion, reduced access to land for smallholders, and higher use of agro-chemicals are among the listed constraints.
Pricing, Imports, and Global Supply Factors
The government uses a twin-pricing mechanism for oil palm farmers. It includes a monthly Formula Price and an annual fixed Viability Price. Indonesia and Malaysia are major palm oil exporters. Both countries are diverting supplies towards biodiesel blending programmes, which can affect global availability and India’s import exposure.
