NITI Aayog Launches Sampoornata Abhiyan 2.0

NITI Aayog on Tuesday launched ‘Sampoornata Abhiyan 2.0’, a three-month nationwide campaign aimed at achieving saturation of key development indicators in Aspirational Districts and Aspirational Blocks. The campaign will run from January 28 to April 14, 2026, and builds on the outcomes of the first Sampoornata Abhiyan conducted in 2024.

Focus on saturation of key performance indicators

Sampoornata Abhiyan 2.0 seeks to saturate five Key Performance Indicators (KPIs) in Aspirational Districts and six KPIs in Aspirational Blocks. The initiative covers 112 Aspirational Districts and 513 Aspirational Blocks under the Aspirational Districts and Blocks Programme. The campaign is designed as an intensive, time-bound effort to address critical gaps in health, nutrition, sanitation, education and animal welfare.

KPIs identified for Aspirational Blocks

Across all Aspirational Blocks, the campaign will focus on six indicators: regular supplementary nutrition intake by children aged six months to six years under ICDS, measurement efficiency of children enrolled at Anganwadi Centres, availability of functional toilets and drinking water in operational Anganwadi Centres, adequacy of girls’ toilets in schools, and vaccination of bovine animals against Foot and Mouth Disease. These indicators aim to strengthen grassroots service delivery and improve basic living conditions.

KPIs for Aspirational Districts

For Aspirational Districts, five KPIs have been identified, including the proportion of live births weighed at birth, tuberculosis case notification rates across public and private institutions, conduct of Village or Urban Health Sanitation and Nutrition Days, availability of functional girls’ toilets in schools, and animal vaccination coverage. These indicators reflect a strong emphasis on maternal and child health, public health surveillance and sanitation infrastructure.

Implementation strategy and collaborative approach

Districts and Blocks will prepare three-month action plans, track progress monthly, and run awareness and behaviour change campaigns. District-level officers will undertake concurrent field monitoring. NITI Aayog, in coordination with Central Ministries, States and Union Territories, will focus on improved planning, capacity building and systems for sustainable service delivery to accelerate development in underserved regions.
