NIPER (Amendment) Bill

NIPER is National Institute of Pharmaceutical Education and Research. The NIPER (Amendment) bill was introduced in Lok Sabha in March 2021.the bill aims to amend the National Institute of Pharmaceutical Education and Research Act, 1998. The 1998 act established NIPER and declared it as an Institution of National Importance.
What is Institution of National Importance
The Institute of National Importance is an autonomous institute established within the 1998 act. Such institutes have power to grant degrees, hold examinations, for diploma and other academic distinctions. The Institute of National Importance receives funding from central government.
Key Features of the bill
- The amendment bill declared six additional institutes of National Importance. They are located in Ahmedabad, Hyderabad, Hajipur, Kolkata, Raebareli, Guwahati.
- The bill sets up a council to coordinate among the institutes. The council will ensure development of pharmaceutical education, research and maintenance of standards.
Functions of the council established by the Bill
- To advise on matters that are related to admission, course duration
- To formulate policies for recruitment
- To examine and approve development plans of the institute
- To examine the annual budget estimates
- To recommend to the central government on allocation of funds
Composition of the Council
The council includes the following persons:
- Minister in charge as the chair person
- Chairperson of Board of Governors
- Director of every institute
- Chairperson of All India Council for Technical Education
- Director General of Council of Scientific and Industrial Research
- Three Members of Parliament
The members will hold office for three years.
Board of Governors
The bill constitutes Board of Governors to control and mange the internal affairs of the institutes. Around 23 members are to be included in the board. They are Director of the Institute, Secretary, Joint Secretary, Representative of Drug Controller General of India. It will also include three pharmaceutical experts, two professors from the institutes and two pharmaceutical industrialists.
