NGT Seeks Action Plan to Stop Sewage Flow into Sauparnika River

The National Green Tribunal (NGT), Southern Zone, Chennai, has directed authorities in Karnataka to submit a comprehensive action plan to stop the discharge of wastewater into the Sauparnika River at Kollur. Listing the matter for further hearing on February 9, 2026, the tribunal expressed dissatisfaction over incomplete compliance with its earlier directions aimed at addressing long-standing river pollution near a major pilgrimage centre.

Directions Issued by NGT Southern Zone

A bench comprising Judicial Member Justice Pushpa Sathyanarayana and Expert Member Dr Prashant Gargava of the National Green Tribunal directed Udupi Deputy Commissioner Swaroopa T K and the Chairman of the Karnataka Urban Water Supply and Drainage Board to file a detailed report. The report must outline proposed remedial measures, approximate cost estimates, and clear timelines to prevent wastewater from entering the Sauparnika River.

Alleged Pollution Near Kollur Temple Town

The case arises from an application filed by social activist Harish Tholar of Kollur, who alleged that untreated sewage and sullage from lodges and hotels around the Sri Mookambika Temple has been polluting the river for years. Despite the implementation of an Underground Sewerage Scheme (UGSS) in Kollur at a cost of Rs 19.97 crore between 2015 and 2020, contamination of the river has reportedly continued.

Tribunal Flags Gaps in Official Reports

The tribunal noted that although a report was filed by the Udupi district administration on November 25, 2025, it was not exhaustive. The NGT pointed out the absence of crucial details such as the volume of wastewater generated, the carrying capacity of the existing UGSS, the extent of required capacity enhancement, estimated costs, and timelines. It also objected to the lack of clarity on the functioning of the Sewage Treatment Plant and directed the Udupi DC and KUWSDB Chairman to appear before it through video conferencing.

He added that commercial establishments continue to pollute the river despite the sewerage infrastructure being in place.
