NAVYA Initiative Empowers Adolescent Girls Through Vocational Training

The NAVYA (Nurturing Aspirations through Vocational Training for Young Adolescent Girls) initiative was launched in June 2025. It is a joint effort by the Ministry of Skill Development and Entrepreneurship (MSDE) and the Ministry of Women and Child Development (MWCD). NAVYA aims to provide skill training to adolescent girls aged 16 to 18 years. The focus is on underserved and tribal regions, with an initial target of 3,850 girls. The programme blends vocational skills with essential life skills to encourage employability, confidence, and entrepreneurship.

Background and Launch

NAVYA was launched in Sonbhadra, Uttar Pradesh. It targets girls with at least a class ten qualification. The initiative integrates flagship schemes like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and PM Vishwakarma. These schemes provide demand-driven training in emerging and non-traditional sectors. The goal is to bridge the gap between education and livelihood.

Training Focus and Sectors Covered

NAVYA offers training in diverse fields such as digital marketing, cybersecurity, AI-enabled services, graphic design, drone assembly, professional makeup artistry, CCTV, and solar photovoltaic installation. It combines traditional skills with modern technology-based roles. This ensures relevance to current industry needs and enhances job prospects.

Holistic Development Modules

The initiative includes supplementary modules on health, nutrition, hygiene, financial literacy, life skills, and legal awareness. These modules aim to empower girls beyond technical skills. They cover interpersonal skills, communication, workplace safety, and financial management. This holistic approach enhances socio-economic independence.

Promoting Employability and Entrepreneurship

NAVYA facilitates internships, apprenticeships, and job placements in high-demand sectors. It supports self-employment by providing mentorship and resources. The initiative prioritises safe and inclusive training environments with stipends and flexible schedules. It encourages girls to enter traditionally male-dominated fields.

Implementation and Geographic Reach

Currently, NAVYA is piloted in 27 Aspirational and North-Eastern districts across 19 states. Nine districts in states like Maharashtra, Gujarat, Karnataka, Punjab, Uttar Pradesh, Bihar, Madhya Pradesh, Jharkhand, and Himachal Pradesh are part of the pilot. These districts are identified by NITI Aayog for focused development.

Integration with National Schemes

NAVYA aligns with PMKVY 4.0, which promotes free short-term training and certification for youth. It also complements the PM Vishwakarma scheme that supports traditional artisans with modern tools and financial aid. Together, these schemes strengthen vocational training and cultural preservation.
