National Health Account Estimate

The National Health Account Estimates of India for the year 2017 – 18 was released by the Ministry of Health and Family Welfare during the 2021 winter session of the Parliament.
What is National Health Account Estimate?
- The estimates talk about the government spending on health.
- It compares the spending of GoI on health with international states.
- It helps the policy makers to monitor the progress towards the universal health coverage.
- It is produced by the National Health Systems Resource Centre. The Health Ministry designated NHSRC as the National Health Accounts Technical Secretariat in 2014.
- The estimates are created based on internationally accepted system of health accounts 2011 that are provided by the World Health Organisation.
What are the key findings?
- The GoI Health expenditure as a share of total expenditure has increased from 3.78% to 5.12% between 2013-14 and 2017-18. This indicates that Indian Government has prioritized health sector.
- In per capita terms, the health expenditure has increased from Rs 1042 to Rs 1753 between 2013-14 and 2017-18.
- The share of primary health care in government health expenditure has increased from 51.1% to 54.7% between 2013-14 and 2017-18.
- The out – of – pocket expenditure as a share of total health expenditure has come down from 48.8% in 2017 as compared to 64.2% in 2013.
- The Government has increased the share of social security expenditure on health. This includes health insurance schemes, medical reimbursements, government financed health insurance schemes.
What does the estimates say about private sector?
- In case of private sector, the share of tertiary care has increased. But the primary and secondary care has increased.
- Also, the foreign aid for health has come down by 0.5%
