National Forensic Infrastructure Scheme Boosts India’s Forensic Capacity

The Government of India has accelerated reforms in the forensic sector through the National Forensic Infrastructure Enhancement Scheme approved in 2024. The initiative strengthens scientific capabilities and supports criminal justice delivery by expanding infrastructure, enhancing manpower and improving recruitment mechanisms.

Major Financial Outlay and Implementation Plan

The scheme carries a total financial outlay of ₹2254.43 crore and will be implemented from 2024-25 to 2028-29. It aims to modernise forensic services across the country and ensure timely scientific support to law enforcement agencies. The plan includes scaling laboratory capacity, upgrading equipment and improving the quality of forensic examination.

Expansion of Central Forensic Science Laboratories

The government approved the establishment of eight new Central Forensic Science Laboratories during 2023 and 2024. These laboratories will help reduce pendency of forensic cases and improve regional access to scientific services. Vacancies across existing laboratories continue to be filled as part of an ongoing manpower strengthening exercise.

Addressing Manpower Gaps and Recruitment Processes

The Ministry of Home Affairs has reviewed vacancy positions in the CFSLs and identified key action points to streamline recruitment rules and expedite appointments. To bridge interim gaps, forensic experts have been engaged on a contractual basis. States and Union Territories have also been advised to accelerate recruitment in their respective laboratories.
