National Conference on e-Governance

The 28th National Conference on e-Governance (NCeG) 2025 was held on 22–23 September 2025 in Vishakhapatnam, Andhra Pradesh. The event was organised by the Department of Administrative Reforms & Public Grievances (DARPG) and the Ministry of Electronics & Information Technology (MeitY) in collaboration with the Andhra Pradesh government. The theme was ‘Viksit Bharat – Civil Service and Digital Transformation’, focusing on the role of digital innovation in public administration and governance.
Inauguration and Key Dignitaries
The conference was inaugurated by Shri N. Chandrababu Naidu, Chief Minister of Andhra Pradesh, and Dr. Jitendra Singh, Minister of State (Independent Charge) for multiple ministries including Science and Technology and Personnel. Other prominent attendees included Shri Pawan Kalyan, Deputy Chief Minister of Andhra Pradesh, and Shri N. Lokesh, Minister for IT and Human Resources Development of Andhra Pradesh.
Awards and Recognition
The National Awards for e-Governance 2025 honoured 19 outstanding initiatives. These included 10 gold, 6 silver, and 3 jury awards across six categories. Awardees came from Central, State, District authorities, Gram Panchayats, and Academic/Research Institutions. The awards recognised excellence in innovation, service delivery, and digital governance.
Conference Sessions and Themes
The two-day event featured 6 plenary and 6 breakout sessions. Around 70 speakers from government, industry, and academia shared insights. Key topics included – – Vizag as an emerging IT hub – AI-driven inclusive solutions for Viksit Bharat – Digital transformation in civil services – Cybersecurity and digital sovereignty – Benchmarking service delivery standards – Agri Stack for agricultural digitalisation – Innovations at the grassroots level and Gram Panchayats – International subsea cables and AI data centres supporting e-governance
Participation and Exhibitions
Delegates from 28 States and 8 Union Territories participated. An exhibition showcased India’s e-Governance achievements. A Wall of Fame displayed previous award winners. The event encourageed knowledge exchange and collaboration for future digital governance initiatives.
Visakhapatnam Declaration on e-Governance 2025
The Visakhapatnam Declaration was presented by Smt. Sarita Chauhan, Joint Secretary, DARPG. It outlined commitments towards secure, sustainable, and citizen-centric e-governance. The declaration emphasised innovation, inclusivity, and digital empowerment as pillars for a developed India.
Strategic Importance
NCeG 2025 brought into light the convergence of technology and governance. It demonstrated how digital tools can enhance transparency, efficiency, and citizen engagement. The conference reinforced India’s vision of ‘Viksit Bharat’ through digital transformation in civil services.
