National Conference on Cold Water Fisheries

The Department of Fisheries, Government of India, organised the National Conference on Cold Water Fisheries at the Sher-e-Kashmir International Conference Centre (SKICC) in Srinagar, Jammu and Kashmir. The conference brought together policymakers, researchers, industry experts and stakeholders to discuss strategies for sustainable development of India’s cold water fisheries sector. The event was held under the guidance of Union Minister Rajiv Ranjan Singh and attended by senior leaders including the Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, and Chief Minister Omar Abdullah.

Significance of Cold Water Fisheries in India

Cold water fisheries represent a unique segment of India’s aquaculture sector, primarily found in high-altitude and mountainous regions. These fisheries thrive in the Himalayan states of Jammu and Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Arunachal Pradesh and Sikkim, along with parts of the Northeast and the Western Ghats. Spread across more than 5.33 lakh square kilometres of mountainous terrain, these ecosystems include rivers, streams, lakes and reservoirs that provide favourable conditions for cold water fish species. Over 278 species of cold water fish have been identified in India, making the sector significant for biodiversity conservation, nutrition security and rural livelihoods.

Government Initiatives Under PM Matsya Sampada Yojana

Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Government of India has sanctioned investments worth ₹2,299.56 crore for cold water states to strengthen fisheries infrastructure. The programme focuses on expanding hatcheries, improving seed and feed systems, developing raceway facilities, strengthening cold-chain networks and enhancing transportation facilities. These initiatives aim to create a modern and technology-driven aquaculture ecosystem while supporting livelihoods in remote and mountainous regions.

Policy Vision and Sectoral Development

During the conference, the Union Minister released the “Model Guidelines for the Development of Cold Water Fisheries”. Benefits under fisheries schemes were also distributed to fishers, cooperatives and Kisan Credit Card beneficiaries. Awards were presented to outstanding Fisheries Farmer Producer Organisations (FFPOs) and fisheries start-ups from Jammu and Kashmir. Technical sessions during the conference focused on themes such as research and innovation, technology adoption, infrastructure development and entrepreneurship in the fisheries sector.

India’s National Vision for Cold Water Fisheries 2030 aims to double the production of high-value species such as trout and mahseer while creating sustainable livelihood opportunities in mountainous regions. Over the past decade, trout production has increased significantly, but the country still imports premium fish such as salmon and trout. The conference highlighted the need to expand domestic production, strengthen supply chains and adopt innovative solutions such as drone-based logistics to transport fish and reduce spoilage in remote areas.
