Mission Shakti 5.0

Uttar Pradesh launched the fifth phase of Mission Shakti on 22 September 2025, coinciding with Sharadiya Navratri. The month-long campaign aims to enhance women’s safety, dignity, and empowerment across the state. Chief Minister Yogi Adityanath emphasised strong interdepartmental coordination and active police presence during the initiative.

Enhanced Policing

The campaign increases police foot patrols and activates all PRV-112 vehicles to boost visibility. Senior police officers conduct regular field visits, join patrols, and engage with the public. This hands-on approach aims to deter crime and reassure citizens. The women’s helpline 1090 remains fully operational with prompt response to all calls.

Role of Women Police Force

Mission Shakti 5.0 deploys 44,177 women police personnel across 57,000 village panchayats and 14,000 urban wards. Female officers visit communities to educate women about their rights and government welfare schemes. Women police are specially assigned to public places during festivals, strengthening the Anti-Romeo Squad to maintain order and safety.

Awareness and Legal Support

Short films on women’s safety, gender equality, and legal rights are screened in schools and colleges. Legal aid is provided to women in jails to protect their rights. Pink Booths in municipal corporations offer comprehensive support services. The campaign encourages district-level programmes involving community groups to promote women’s welfare.

Strict Action Against Offenders

The Anti-Romeo Squad is empowered to take swift and firm action against offenders. The focus remains on targeting actual wrongdoers with sensitivity. Fast-tracked trials and enhanced legal aid aim to expedite justice in crimes against women. The government’s zero-tolerance stance is a key feature of Mission Shakti.

Previous Phase Achievements and Replication

The earlier phase saw over 3.44 lakh programmes reaching 2.03 crore women. More than 27,000 women police were deployed. Operations tackled cybercrime, child rescue, drug offences, and illegal activities, resulting in thousands of arrests. The UP model’s success is noted nationally, with other states planning to replicate initiatives like Women Helpline 1090 and Pink Booths.

Special Operations Under Mission Shakti

  • Operation Garuda targeted cyber criminals
  • Operation Bachpan rescued 2,857 children and arrested 22 criminals.
  • Operation Majnu acted against over 74,000 youths involved in unlawful activities.
  • Operation Nasha Mukti led to more than 40,000 arrests related to drug offences.
  • Operation Raksha curbed illegal activities in hotels and pubs.
  • Operation Eagle resulted in over 7,000 arrests of offenders.

Performance Metrics

Uttar Pradesh leads India with a 98.80% case disposal rate on the Investigation Tracking System for Sexual Offenses (ITSSO) portal. The state’s proactive policing and community engagement contribute to this high efficiency.
