Lok Sabha Passes MSME Amendment Bill

The Lok Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, on 7 August 2026 during a 16-minute sitting. The Rajya Sabha had cleared the same Bill on 3 August 2026 by voice vote. The Bill relates to delayed payments, dispute resolution, and digital invoice settlement for the MSME sector.

Micro, Small and Medium Enterprises Framework

The Micro, Small and Medium Enterprises Development Act, 2006 provides the statutory framework for MSMEs in India. MSMEs are classified on the basis of investment and turnover under the revised classification system introduced in 2020. The sector includes manufacturing enterprises and service enterprises.

Payment Recovery and TReDS

The Bill requires all Central Public Sector Enterprises to route and settle procurement invoices from MSMEs through the Trade Receivables Discounting System. TReDS is a Reserve Bank of India-regulated digital platform for financing trade receivables. The system enables MSME sellers to receive early payment against invoices from buyers.

Dispute Resolution and Compliance Provisions

The Bill provides that courts may direct buyers to pay at least 50% of an awarded dispute amount to MSME suppliers if a challenge remains pending for more than six months. It also prescribes completion of mediation in payment-related disputes within 90 days. The Bill replaces criminal action for minor compliance lapses with graded monetary penalties.
