Kerala Becomes India’s First State to Eliminate Extreme Poverty
Kerala has achieved a historic milestone by becoming the first state in India to eradicate extreme poverty. Chief Minister Pinarayi Vijayan announced the achievement in the state Assembly on November 1, 2025, coinciding with Kerala’s Formation Day. The declaration marks the culmination of a four-year initiative launched immediately after the government assumed office in 2021.
Historic Declaration in the State Assembly
Speaking under Rule 300 in the Assembly, Chief Minister Vijayan described the occasion as a “new dawn” in Kerala’s development journey. He stated that the state’s success reflects the fulfilment of one of the government’s earliest promises — to make Kerala free from extreme poverty. He noted that this Kerala Piravi (Formation Day) holds special significance, symbolising the creation of a “Nava Kerala,” or new Kerala, built on social justice and inclusive progress.
Comprehensive Scheme and Ground-Level Implementation
The extreme poverty eradication mission was the first decision of the second Pinarayi Vijayan cabinet. The initiative was implemented under the coordination of the Kerala Institute of Local Administration (KILA) and the Department of Local Self-Government. More than four lakh people were trained to identify and assist families living in extreme poverty. Pilot projects began in Wadakkanchery Municipality and the Anchuthengu and Thirunelli Grama Panchayats before statewide expansion. Through sustained micro-level planning, the state successfully lifted 64,006 families out of extreme poverty.
Political Reactions and Nationwide Context
Parliamentary Affairs Minister M. B. Rajesh lauded the achievement, emphasising that Kerala is now the only state in India — and the second region globally after China — to declare freedom from extreme poverty. He criticised the Opposition for boycotting the Assembly on such a historic day. However, BJP leader Rajeev Chandrasekhar dismissed the claim, accusing the ruling government of exaggeration and highlighting central schemes like PM Garib Kalyan Anna Yojana and PM Awas Yojana as key contributors to national poverty reduction.
