In 1989, Unnikrishnan joined the Union Cabinet under Prime Minister V P Singh. He held the portfolios of Surface Transport and Communications during 1989–90. His tenure coincided with the Gulf War crisis, during which he oversaw the evacuation of Indians stranded in the conflict region. The operation was among the largest civilian evacuations undertaken by India at the time and remains a significant episode in India’s diplomatic and logistical history.

Born on September 20, 1936, Unnikrishnan was educated at Madras Christian College in Chennai, where he also completed his law degree.
