Jharkhand Approves Landmark Law For Gig Workers Welfare

Jharkhand has taken a major step towards regulating and protecting platform-based gig workers with the approval of the Jharkhand Platform Based Gig Workers (Registration and Welfare) Bill, 2025. Governor Santosh Gangwar has given assent to the Bill, paving the way for it to become an Act once notified in the official gazette. The legislation aims to bring gig workers under a formal welfare framework for the first time in the state.

Objective And Scope Of The Legislation

The primary objective of the law is to ensure social security, welfare and economic protection for gig and platform-based workers. The government has stated that the Act seeks to place all gig workers on a common platform, enabling better monitoring of their working conditions and access to benefits. The law covers workers engaged through digital platforms and aggregators across sectors such as delivery, transport and on-demand services.

Gig Workers’ Welfare Board And Registration

A key provision of the Act is the establishment of a Gig Workers’ Welfare Board. The labour department minister will serve as its ex-officio chairperson, while the departmental secretary and other nominated members will be part of the board for a three-year term. The board will be responsible for registering gig workers and service providers, issuing identity cards, and overseeing welfare schemes. Aggregators operating in the state will be mandatorily registered with the board.

Wages, Social Security And Penalties

The Act mandates minimum wages for gig workers based on the nature and duration of work. It also provides for social security measures, including medical insurance and other welfare benefits. Aggregators found violating provisions of the Act may face penalties of up to Rs 10 lakh. The law seeks to ensure accountability among service providers while safeguarding workers’ rights and income security.
