Indo-Pacific Logistics Network Initiative
The Quad partners—Australia, Japan, and the United States—recently conducted a Tabletop Exercise in Honolulu, Hawaii. This exercise aimed to simulate the launch of the Indo-Pacific Logistics Network (IPLN). The initiative focuses on improving civilian disaster response capabilities across the Indo-Pacific region.
About the Indo-Pacific Logistics Network (IPLN)
The IPLN is a multilateral initiative designed to create a shared logistics framework. It enables better coordination for civilian disaster responses. The network aims to facilitate faster deployment of humanitarian aid through shared infrastructure and improved interoperability among Quad nations.

Launch Details
The IPLN was simulated through a Tabletop Exercise hosted at the Asia-Pacific Centre for Security Studies in Honolulu from 28 April to 2 May 2025. This exercise served as a practical demonstration of the Quad’s commitment to disaster response.
Key Features of IPLN
The IPLN boasts several key features. It enhances supply chain responsiveness for humanitarian assistance and disaster relief (HADR) missions. The initiative prioritises civilian-focused strategies, addressing natural disasters like cyclones and tsunamis. It also encourages interoperability and trust among Quad partners, building mutual logistical support systems. The use of technology is central, including digital logistics mapping and real-time tracking systems.
Strategic and Humanitarian Significance
The IPLN plays a vital role in strengthening regional disaster resilience. It reinforces the Quad’s image as a force for good beyond military security. The initiative aligns with humanitarian values and complements other efforts like the One Health approach and the Quad-led Pandemic Preparedness Program.
Historical Context and Development
The Quad originated in response to the 2004 Indian Ocean tsunami. Since then, it has evolved into a collaborative platform for humanitarian assistance. In 2022, Quad Foreign Ministers signed guidelines for humanitarian assistance and disaster relief in the Indo-Pacific. The 2024 landslide in Papua New Guinea exemplified the Quad’s coordinated response based on these guidelines.
